Not sure about the divorce decrees, but my advice is when in doubt, send it. Also make sure you write N/A in all empty spaces that need it otherwise it will be sent back to you. Good luck.

You as the petitioner Do Not need to send copy of divorce decree if you sent it with the I-130. You are correct that all civil documents asked for by NVC are for applicant/beneficiary.

The only other documents you would include are the barcoded cover sheets and the following if they apply to your wife/step son:

-Adoption Papers

-Military Records

-Divorce Decree from wife's previous marriage(s)

-Court Records (if she has any arrest history)

07/09/2011: I864 Sent

08/30/2011: IV Fee Paid

09/30/2011: IV Pkg Sent

Not for the US Citizen petitioner. Divorce or other marriage termination documents at the NVC stage are only for the foreigner. Only the petitioner's marriage certificate which is ALSO the beneficiary's marriage certificate is required. For a step child, the same marriage certificate is needed, so if there are not two certified copies available, make sure to note on the step child's photocopy that the actual certified copy is present in the parent's package.

Yes, do that but also make sure just exactly what is required by the Consulate for visa issue and local authorities for exiting the country. This varies.
