Really depends on the load of your local USCIS office. If it has been pretty long since you last heard from them, you could give them a call and ask about the latest status. As far as I know, they have to reach a decision within 120 days after the interview.

Does it say a decision letter was mailed, or does it just say review complete?

It says that they will a notice when a decision has been made. But the officer checked the congratulation box by she says a supervisor has to review it

That's a good indicator. Hope you'll have that letter soon. I would wait for two more weeks and call them if you do not hear back.

Did you try calling USCIS and asking to speak with a ISO? He or she could access your information and tell you exactly what's going on. Good luck.
