NVC Filers - June 2012

HI all, finally received my Noa2.

Now I am trying to understand the procedure at NVC. And after reading the links in the first page I got a few confusions. Here is what I think I should do, thanks for any help!

1. after a week of Noa2 date, start calling NVC until I get a NVC case #, then ask for the Invoice # and give them both email addresses.

2. I should receive the DS 3032 in my email? And I should email it back with "OPTIN .." in the subject to join the EP??

Here I am confused because when I read this:

in the "Speedbumps..." it says: "...If you call in to NVC, to get your GUZ case number, the Tele-Operators are trained (for paper processing ) to send you a DS-3032 kit. This kit consists of a non-fillable DS-3032 in PDF format, a fee bill for 70 bucks, and a barcode thing. IT'S OK TO PAY THIS BILL ONLINE, but do not do anything with the DS-3032 that you receive. It's the wrong one."

What does this mean?

a) Where am I supposed to get the "good" DS 3032?

b) when am I suppose to enroll EP for Guangzhou? I read if I do it at the wrong time may cause "significant delay".

3. in the mean time I should receive email about some AOS bill and probably IV bill and I will just pay them.

Hello Everyone..I just need help in having these all cleared off my head..

I was in the states with the k1 visa that I was previously granted before, thus, got married there..but due to complications on my timing of getting there, with hubby had to be away for several months, we decided that I just be sent back home without even getting the chance to adjust status. To cut the long story short, since k1 is a one-time entry, we had to re-do everything from scratch, this time, with the cr1 or spousal visa route.

We are now in the NVC stage, and have already submitted the documents both for the affidavit of support and Immigration Visa packet..What we sent in as for the "marriage certificate" requirement, is a certified marriage license issued by the county clerk..I called up the NVC about that, and they kept insisting it's not what they need.. I don't understand why they wouldn't accept it, when it's all the county clerk could provide for us as certified copy of. It's top heading is "certified marriage license", at the top part of it, is the information about my husband (fiance then) and me. then the lower part of it, is the marriage information, as to where and when marriage took place and as to who married us,,with a raised seal on it and the signature of the clerk..it's a one-page document..I called up the county clerk about it, and would insist as well, that's all they issue..We were not sent an RFE yet, but I don't know how we're gonna get through this, in case this comes up as an issue..Anyone here, experienced, getting married in the USA, and only got to sent with heading "certified marriage license"? Tell me about ur experience please...I need clarity..And also, as for the AOS, my husband rounded off the tax income for years 2009-2011, is it gonna be fine, or can we expect RFE for that as well? Thank you so much for response!!!

What I did was this: 1) call to get GUZ number, and give mine and wife's email addresses, and ask operator to email us the AOS Fee Bill and the DS-2032 form. 2) When received DS-2032 email, OPT IN.

1. Since NVC is now taking around a month from NOA2 to assign a case number, you could probably wait 2 weeks before calling NVC. But yes, once NVC assigns you a case number, ask for the Invoice Identification Number (aka IIN on VJ), and give both email addresses.

2. Yes, the first email you receive from NVC contains your case number and IIN, other important information, as well as a DS-3032. Since it's an older version (very old, from 2006!!!), it's best to use the newest DS-3032, which can be found here: http://www.state.gov/documents/organization/80023.pdf For China EP cases, it's best to wait until AFTER your AOS is invoiced to optin, otherwise it can cause SEVERE delays (as has happened to VJ members here). Once your AOS is invoiced, then you can send the optin email with the DS-3032 attached (filled out and signed) and the subject line containing "optin" at the beginning followed by your case number.

3. You won't get your IV bill invoiced until the DS-3032 has been sent, accepted, and added to the casefile. But yes, once your AOS is invoiced, you can pay it.

I got married in the US as well (South Dakota), but our marriage certificate has the header: "Certificate of Marriage". Other than the header, everything else sounds the same as yours. Just wait and see if NVC accepts it or not.

For the AOS, your husband should NOT have rounded. This is grounds for a checklist. You MIGHT get lucky and have an officer that either doesn't notice or lets it slide, but be prepared for a checklist for that. I'd suggest you prepare another I-864 in the meantime and correct your mistake. The amount has to be EXACT.

saylin, did that certified marriage certificate you have, have the signatures of the witnesses, your signature and your hubby's and the officiant's? ours is only one-paged document, and really, that's all they issue, to basically certify, that indeed we are married and that the courthouse certifies it because the officiant of our marriage,submitted it to them for recording

The signatures are on the original (which looks very different from the certified copies). What I sent was just a certified copy. It contained just information on the groom, bride, and the marriage.

exactly saylin..its on the original, the signatures..but on the 'CERTIFIED MARRIAGE LICENSE', its plainly just the info about the groom and bride, and the marriage information as well..It's just really frustrating, how can I ever make them understand, that that's the only certification they Can and may issue..it just doesnt have the word 'certificate', that they want

All you can really do is wait and see if NVC accepts what you sent in. It might get accepted ;)

I'd suggest getting certified copies while you're waiting for NVC to respond. There's no guarantee they'll find your originals or accept them.

When you send your IV package, mention in your cover letter about what you did and see if they can review the originals that USCIS sent. You can include the regular copies you have, to see if that helps. If you do get a checklist for originals/certified copies, you should have gotten the certified copies by then to send in.

thank you Saylin! i have photocopies of all the documents i sent...i remember that the last time i went to the embassy and get a seal on the translations to make them valid. Do i need to re get all the documents i did last time? or can i use my copies and stamp them with a seal to make them valid and that would work? i know this is a country thing...but do you know what should i do by any chance?

Unfortunately, I wouldn't know about your country-specifics. I only know about Canada when it comes to this. Sorry!

have any of you found out if the DS 230/IV package has been approved yet or not, mine having been sent on Monday still hasnt been as per my early morning call to NVC.

Called NVC Yesterday they told me that they are waiting for my IV or DS230 but my AOS was accepted already, I will call again today.
