That's because Germany has sucked all the money out of the rest of Europe. Bund yields have gone negative!

Germany (an export based economy) would be toast if other European countries exited the Euro and devalued their currencies.

Germany has competitive reserves and could withstand a withdrawl from the Euro by other EUR nations. In fact, it's been suggested that to save the EUR, the country that would need to leave the currency union is Germany. That would be a hard for Germany for sure but that nation could manage through that. They've gone through tremendous restructuring of their welfare and retirement systems well over a decade ago - none of them painless to the German middle class - and they are looking good for that reason today.

They are in fact not the highest in Europe. And apparently, they aren't flat either. In terms of tax revenues relative to GDP, Germany is actually in US territory at 1.9%. Well below any of the other European economies no matter what the - supposedly flat - rate.
