I would think the baby would be pre-mature little surprising the doctors are letting go a pre-mature child.

Leaving the US isn't an issue. Anyone can leave the US anytime unless they're wanted in the US for a crime, or their travel rights have been suspended (tax liens and unpaid child support are common reasons for this). Getting the child into the mother's home country very well might be a problem. The child should obtain a US passport to ensure it's future ability to return to the US. The child should also obtain a passport for the mother's home country since the child almost certain has a claim to citizenship there. This will ensure that child can enter the mother's home country with her.

A 24 week old is being allowed to leave the hospital. Umm, no, not remotely possible. Either someone has their facts wrong or someone just plain lied to you. Premies are now allowed to leave the hospital anywhere before 35 weeks, anywhere.
