I'm not entirely sure that I will receive my NOA2 when I'm in Morocco. However, I am planning to go see my husband around the beginning of September. My question is, can I get the ball rolling at the NVC stage from abroad if I needed to? or would I have to wait until I got back to the US? Thanks for your insight :)

The first two steps appointing an agent and the affidavit of support can be done online as they accept PDF file but you will have digitally scan all supporting documents and payment of AOS and visa are paid online. You just have to remember that the cyber cafes in Morocco normally do not have scanning software that saves in PDF and you will need that after he signs all documents. I recommend you take a laptop scan it on their equipment, save to USB then convert on the laptop to PDF before you send it to NVC. Also their printers, paper and software print on longer paper only therefore you will need to resize the document to convert to PDF or the bottom portion of the documents will be cut off. Now for the original documents there is no way around that you have to mail it. Morocco does have express service it is pricey and it gets to the stateside destination in about 10 days.
