Mailing address for sending RFE documents???

My father is needing my help in an immigration case that resulted in RFE's. He's supposed to be the co-sponsor and needs to send documents in, can someone tell me the mailing address? Is it this one???

United States Consulate General Guangzhou

1 Shamian South Street

Guangzhou, 510133 PRC

If so, do I need to add anything else to it, like "ATTN: RFE" or something like that?

Also, the RFE thing wants him to send in CERTIFIED IRS copies of his tax returns. I got a bit confused on the form:

On line 6 it asks for the "return number", which number is it referring to? I am not sure what I am supposed to write there.

Thanks to anyone who helps me out here! They had an immigration lawyer, but he dropped out because he wanted more money to continue it any further. It's been a dragged out 6 years and it's finally down getting co-sponsor documents to getting approved. :/

Thanks! I did use google before posting here, but I am a bit rusty when it comes to immigration stuff so my search terms were failing! I am not used to IRS lingo either, so "return number" wasn't coming up with much when I looked through google today. Now to figure out what the consulate is demanding in the other topic! Thanks again for helping out. :)

a certified return can be messy,

suggest the relative needing it take a copy of the 221G form to the local IRS office , get the site supervisor, and get it done.

It's not what you think, alas (a certified return)

It's really important to get the site supervisor, as well. Most of the goons that are NOT the site supervisor are clueless for 'what this means' and will give yer relative a bullsh|T answer in an attempt to be helpful.
