THe CFO in PRISM is really starting to piss me off. Who in the hell do they think they are. My fiancee is 25 years old, has notarized parental advice letters from her parent, my divorce decrees and everything that will be available for her upcoming interview at the Embassy. Now they are tell her that the additional requiremtns they need are a letter with a photo ID of her friend and mine that is here in the U.S. in Clarion, Iowa stating how we met and that she introduced us. What a crock of Sh_ _! Then they want a summarized letter of why my marriages didn't work out and then she has to give them a notarized letter saying she knoiws about my previous marriages and she will marry me. What a bunch of BS for power mongering A_ _holes!!! Of course she wants to marry me or she wouldn't be doing the CFO seminar, of course she knows how mnany times I have been married because she gave them my divorce decrees and finally it should not matter that we met through a friend here in the U.S. If I can't get in contact wiht the friend and they still refuse her then when she goes back home I will have her father go with her to the CFO in Cebu and raise some hell! :devil: THe CFO is BS! People of no consequence who are jealous that some people are able to leave the country. They are a bunch of haters who probably don't get laid and enjoy making peoples lives miserable. Everything she had should have been more than enough. :bonk:

That is scary because that is where I will have to go I think. Do you think it will help if my Joe goes with me, he is American but was adopted from the Philippines.

They won't allow him in, only you. Better be prepared for everyhting under the sun. If you are 25 and younger, better have parental advice and consent letterss, his divorce dewcrees, a letter from him summarizing why his previous mnarriages failed, a letter from you stating you know about his divorces and why you want to marry him and if somone introduced you then a letter from them stating that fact with their photo ID, etc.... Just a bunch of BS because they want to make it as difficult for you and try to discourage you from leaving the Philippines. Read some of the other CFO posts they are like nightmares,

I am 27 and both my parents are deceased, should I bring something tp prove they are no longer living. Neither one of us has ever been married. Joe is 3 years younger at 24. I am suprized that he can not go with me as when my Mom in Law was here she called and they said either he or she could come with me. Isn't there 2 places that do the counseling in Manila. I am now in Olangopo so it is a long bus ride, wish there was something closer.

Sorry to hear you are having issues with PRISM, my fiancee had zero issues, in fact she forgot her whole packet on the coffee table but had her passport so they let her do the seminar while we fetched the packet. Then after the seminar she came down and grabbed the packet for the interview part... 20 minutes later she was done.

I have heard the same horror stories from St. Mary's, so I think it is a ####### shoot as to which CFO office and WHO gets the "royal" treatment. I have heard more horror stories like yours from Cebu though. Wonder what the personal at PRISM picked up on during the interview that set the crazies in motion?

Being 27 you should not need any documents regarding your parents. But CFO is a ####### shoot....

Required documents & "OTHER DOCUMENTS" they ask for at CFO: copies of; CENOMAR, certified birth certificate, bio page of passport, visa page from passport, pictures together, from USC - bio page of passport, birth certificate, divorce decree (if been married before) are the most common. The "other documents" clause can be ANYTHING with those nit-wits at CFO.

** From the Family Code of the Philippines: it's 21-25 for advice and 18-21 for consent.

Art. 14. In case either or both of the contracting parties, not having been emancipated by a previous marriage, are between the ages of eighteen and twenty-one, they shall, in addition to the requirements of the preceding articles, exhibit to the local civil registrar, the consent to their marriage of their father, mother, surviving parent or guardian, or persons having legal charge of them, in the order mentioned. Such consent shall be manifested in writing by the interested party, who personally appears before the proper local civil registrar, or in the form of an affidavit made in the presence of two witnesses and attested before any official authorized by law to administer oaths. The personal manifestation shall be recorded in both applications for marriage license, and the affidavit, if one is executed instead, shall be attached to said applications. (61a)

Art. 15. Any contracting party between the age of twenty-one and twenty-five shall be obliged to ask their parents or guardian for advice upon the intended marriage. If they do not obtain such advice, or if it be unfavorable, the marriage license shall not be issued till after three months following the completion of the publication of the application therefor.A sworn statement by the contracting parties to the effect that such advice has been sought,together with the written advice given, if any, shall be attached to the application for marriage license. Should the parents or guardian refuse to give any advice, this fact shall be stated in the sworn statement.

In my opinion they all just want to hear the bad side of the relationship to know if the couples really love each other. for example JEALOUSY, it did worked for me over a year ago and they also scold me why my flight was on holy week.

Rick and Jovi...Sorry to hear about your problems with PRISM. Those are some harsh requirements they gave you.

They must have some new counselors because Chinook breezed through there when she did her seminar.

If you think PRISM is giving you a hard time then your going to love Cebu, PRISM is a piece of cake compared to Cebu. Do what they ask, make them mad and they will simply ask you to leave.

I guess we will see won't we. If she has to go to SMEF-COW because PRISM isare A _ _ holes, then we will see what SMEF-COw says when her father a Police Officer shows up with her. Right now we are only waiting for the letter from the friend that introdiced us and she said she would send it today. By the way, everyone has a superior and a chain of command tney have to answer to, even in the Philippines.

This is getting me pissed off too!!!! WHat happens if I met my fiancee in a bar, they want a notarized letter from the bartender? Your being penalized for meeting by personal contacts and being honest. Damm I'm getting heartburn over this step in the process..

Sorry to hear this Rick, I hope i don't get the same people hmmmm Being this is my second time too? Wonder if my fiancee will not have trouble with them being she is 28 soon to be 29 and has a child that is 7. I do know the Philippines in general the stores/malls are picky when hiring girls there they wouldn't even hire my fiancee just because she was over 25 what kind of bull is that? Hell i think she looks better than a lot of the younger girls there. But hey Rick I hope it works out because I'm kind of in the same boat and following you on this.

I totally agree with you. The CFO is not a government agency. Where do they get authorization to say who can leave the country and who can not leave?

You said you have a friend from Clarion. That is only 15 minute drive from my house...

**May not be a government agency performing the "service" but it is a government requirement, which makes it about the same: Per Republic Act 8239 and Department of Foreign Affairs (DFA) Order 28-94, Filipinos proceeding abroad as spouses and other partners of foreign nationals are required to attend the CFO’s guidance and counseling program as a pre-requisite to the issuance of passports
