DS 230 & PCC for Delhi or Mumbai

Hi,

We have been approved for the I130 petition in the last week and our case will soon go through the NVC in our CR1 visa application. We dont yet know if either the Delhi or the Mumbai counsulate will be assigned for our case (wife is from Kolkata). Wanted to clarify a few things:

1: Could the DS 230 application be submitted without the PCC, with a letter sent with the rest of the IV package explaining that it will be obtained before the interview date? (wife is currently away on a work assignment and might be difficult to obtain before I possibly could send everything else to the NVC, few weeks from now).

2: I see conflicting information online regarding this, for the PCC itself, would wife need only a PCC from the passport office (Passport Seva Kendra), and no local one needed? She has her passport issued in Kolkata a few years ago and the only other place she's previously lived in is in Bhopal, India until age 21, and has been living in Kolkata for last 7 years. Since she has lived in both Kolkata & Bhopal, is it fine that only needs the PSK certificate from Kolkata?

3: Any idea in experience, how long it has taken to obtain this PCC from the PSK for such cases?

Yes, you could write in stating the same.

She needs to get the PCC from the passport office of the city she currently lives in. Passport Seva Kendras are the easiest way to get one.

3: Any idea in experience, how long it has taken to obtain this PCC from the PSK for such cases?

Irrespective of whether you apply through PSK or go directly to the passport office, it'd take about a week at best guess. I got mine in an hour's time as my passport had been reissued just months prior, but otherwise a week is about the maximum time it takes.

Any ideas/clarifications will be very helpful. Many thanks!

Have contacted NVC asking about this and was told by sending a letter about the PCC along with DS 230, they will "decide" on it but wouldnt guarantee it'll be accepted, which otherwise said will issue a RFE insisting on it till the NVC case can be closed. Will decide whether its worth doing. Thanks

I read just a few days back that if your consulate is Mumbai, then you can get away with not submitting PCC to NVC. It can be submitted at the time of interview.

I was on the same dilemma few days ago. From what I have found after discussing the same issue with other VJ members that if you cannot get PCC from either PSK or local police station then make sure you are writing in your cover letter stating that you will submit PCC at the time of your interview in Mumbai (I am not sure Kolkota residents will go to Mumbai or Delhi, because my spouse is in Ahmedabad and I know she will go to Mumbai). NVC does accept PCC from local police station but Mumbai consulate does require PCC issued by PSK office.

I dont think so NVC will accept PCC from local police station, as PCC issued by local police station would be Police Clearance Certificate not Passport Clearance Certificate.

Just a note, Police Clearance Certificate is obtained from local police station (if required) & signed by superintendent of police

while Passport Clearance Certificate is signed by Regional Passport Officer.

So NVC needs for mumbai something from Regional Passport Office not a document issed by Local Police Station.

It's also confirmed that NVC will not hold your file if you cannot submit PCC and your file is applicable for Mumbai Consulate for an interview.

You r right dude....In Gujarat Vadodara & A'bad PSK offices require either Appointment letter or Checklist from NVC with Principal Applicant's name in it...Surat PSK even don't ask for local PCC....So different PSK's have different procedure.....

I'm from Baroda and here they ask for Local PCC and Appt. letter to issue PCC......but the things have changed from past......If ur all documents r ok then they issue PCC within 1 Hour of ur scheduled appointment.....i.e. when u leave PSK u will get PCC there itself with 2 Copies and stamp in ur Passport so it is a relieve for us....earlier they used to send PCC via Speed Post and it took week to reach us.....So this is good for us...

Requirements for PCC for Vadodara PSK:

1. Appointment letter or Checklist from NVC (If Checklist is there they will issue PCC only to Principal Applicant and not to Derivatives)

2. Local PCC from ur local Police Station

3. 1-2 Residence Proofs (Light Bill, Ration Card, Driving Lisence, Electoral Voting card)

4. Appointments r booked earlier so book ur appointment well in advance ...(Book ur appointment via website www.passportindia.gov.in 15 - 20 days in advance)

Where do you see that a local PCC from local police station is needed for the Vadodara or wherever PSK location.

Thats not a requirement seen here:

Dude...I know that but b'coz ur passport is 6 months old, they need to verify whether u hav committed any crime or not....So, if i r applying at Vadodara and A'bad PSK, u will definitely need a Local Police Clearance Certificate from Local Police Station. And this is India, whatever they mention on Website don't think they exactly ask for it...IN their website they hav also mentioned that they may need additional docs....Also, here it is not mentioned to bring P4 (Interview Letter) but still they ask for it...
