You can't apply for tourist visa for your in-laws. THEY apply themselves at the US consulate in Haiti.

They dhould submit details of the treatment they need, why they need to have it done in the US and the funds to pay for it.

Another option you'll may consider is; they can always travel to Cuba for medical care if it's adquate and cost that is of a concern for them. There is no such thing as free healthcare in the US, therefore if your parents needs medical care it will be at a substantial cost to you and your family which I am sure you'll are quite aware of this.

To be fair they never suggested they were not going to pay for it.

Usually there are much better options than the US for medical treatment.

Usually in 3rd world countries that are 2 levels of care, first world if you can afford it and something just this side of witch doctors. But any care in the US is usually several times the cost of the same care in another country. People forget this option.

This will not be over quickly. You will not enjoy this.
