My Fiance has been gathering documents in preparation for her interview. One thing she needs is a Philippines passport. She gathered things and went to the DFA to turn in her passport application. They have told her that they will not accept her application if she does not have an ID. The DFA said that she must have either an employment ID (she is not working), a SSS ID or a Voter's ID. My Fiance tells me that getting the SSS or Voter's ID can take months or years. She is from Leyte and all of her life's paperwork, records, etc. were lost in floods. I would be very grateful for any suggestions or advice. I am have difficulty understanding this. Thanks in advance.

pls advise her to get a postal ID instead. She can avail it anytime and can use it in any transaction....its a valid ID, and they are accepting this kind of ID, it only cost 350 pesos, tell her to go to nearest post office, and ask how she can get a postal id.

Voter's Registration Record is acceptable in DFA because there is also a biometrics in there and a picture it is also like an ID...she can get it at comelec where she lives in just a few minutes for free, at least here in Davao huh!

When i applied for my passport i only submitted Voter's Registration Record print-out cause i dont have ID also and they accept it.

Thanks for these responses. Acording to posts on the internet the Postal ID is no longer acceptable. they say it takes over a year to get an SSS ID. At the comlec Joybel was told that it takes at least a year to get a voter's ID. Is that the same as the voter's registration record????? I am confused and the phils DFA website does not give a list of acceptable ID's. I don't know what to tell her to do and I am very worried. It is difficult for me to understand. She has the birth certificate, police report, nba clearance, etc. She has been sent away from the DFA two times already. We are both sad and confused.

Original Valid ID

Original ID i.e. Senior Citizen's ID, Voter's ID, digitized government-issued IDs like SSS, PRC, BIR, Driver's License, original school ID (for students only) AND original supporting documents indicating full name, date and place of birth and citizenship.

http://www.passport.com.ph/requirements

It does give a list of acceptable IDs. This, along with what has been mentioned is acceptable. They need an acceptable ID mentioned to accompany the other documents you have.

Thanks Todd and Jessa, is a "voter's ID" and a "voter registration record" the same thing?

A voter's registration record would be what COMELEC has on file for that person. The Voter's ID is what is issued and held by a registered person. They don't exist without the other, but they are not the same. For example, my fiancee registered to vote. She has a voter's registration record, but she had to wait some time long after to receive the ID card. Here's a link to COMELEC Voter Registration website. It might be helpful. http://www.comelec.gov.ph/contreg/2010_elections/votersID.html

My fiancee just got her passport about 4 months ago in Lucena, which is 3hours south of Manila. She had her Postal ID, birth Certificate and NBI CLearance. They accepted that and told her she needed 1 more document and my fiancee informed them she was getting baptised that following weekend. They said they would process the Passport and required her to bring her baptismal cert when she picked up herpassport. SHe showed them her baptismal and she received her passport. I'm sure its all a little different at different locations as that is the case in the Philippines, flavor of the day...

Postal ID does not take 1 year, you can get it on the spot. It can be had with a little extra cash with whatever name you want on it. I'm not saying to do that, jsut stating that its very easy to come by.. Just need to calm her down and have her actually try and get her Postal ID and not listen to some girl behind a counter telling her it takes a year to get. SHe will need her NBI clearance and Birth Certificate to get her Postal ID. Might take a few days, week, on the spot, you never know when dealing with these things in the Phils...

We are in the process of getting fiancee's mom her postal ID right now and yes it is taking a little extra time. She has no Birth Certificate, no documents at all. DOesnt know mom and dad infoor her actual real birthday, haha... I shouldn't laugh, may bit us as we need a copy of her ID for the "Consent to Marry" form for the CFO.. But it is looking like it will maybe be one more week and we started last week, fingers crossed. But a year??? Never, not even in the Phils..

Keep us updated.

hi, i'm from leyte. and i did get my passport from the dfa office in tacloban city. it is true that getting a voter's id could take months. but...in case you need it for something like getting a passport...the municipal office of the comelec can give you a copy of the voter's registration, and this can replace the voter's id. voter's id is a card, just like any other id's with picture and signature.while a voter's registration records are papers with thumb marks on it and demographical information of the person, signifying you registered as a voter.nbi clearance was also needed as i can remember. so, basically dfa only needs 2 valid id's. try, getting sss card. the processing is fast. you just need to be early as the que in social security office for getting sss id's is long.

Thank you ACTO99. I will send Joybel your message...we will stay away from the DFA Manila and venture out. It was the SSS and the Voter's ID that she heard took over a year. The Postal ID is easy but I found posts that said DFA would not take it. We will try your location and hope for success. I will definately post progress to the string. I can't thank you enough whether it works or not. You are people helping people...seemingly more rare as the years go buy.
