You can only help her mother to understand the process and how to try to comply with the requirements. The most important aspect is the ability to prove she will return. This can be very difficult to do because all people with any type of visa are considered intending immigrants. In the end the only way she will ever know the outcome is to pay the fee and step up to the window.

Hello,

Her mother will have to apply for a tourist visa. Go to the US consulate website, under visas and read up about the tourist visa. She will need to rpove she will return to Ukraine with sufficient documents to show her ties to the country. It can be difficult to get tourist visas from Ukraine but I have heard reports, that I cannot confirm, that for women over age 60 it is easier.

You or your wife do no tneed to do anything, her mother will appy for the visa. You can help her with the forms, etc.
