IV Bill Not Yet Generated

So i payed to AOS fee and sumbitted 261 and 864 with cover sheet all that jaz last monday then monday of this week i get a checklist stating i need to complete the 261. I already did that a week ago so i called and they said it was sent in error because the aos packet was recieved and they havent reviewed the Ds261 yet thus it sent out the checklist i was advised to disregard the checklist and they will generate the IV bill once they review the 261 agent form but i see people here who have both billes invoiced together and send off the packets together as well i an kinda confused lol has this happened to anyone? Any info or input would be nice.

I'm in the same situation as you. I submitted my DS-261 on April 30th and paid my AOS on May 2nd and send in my AOS documents May 4th. Today I got a checklist saying they need me to submit a DS-261 (which I already did). My IV has yet to be invoiced. I think it's ok, probably just that they haven't had a chance yet to review our DS-261, but I believe we will be invoiced for IV sometime this week.

07/09/2012 - Interview in Montreal, Approved but placed in AP
07/20/2012 - Visa Issued! (had US Senator make an inquiry on my AP)
07/24/2012 - POE, New York

06/09/2014 - Biometrics appointment

11/19/2014 - I-751 Approved!
