I would say all cases get investigation, some get AR.

More precisely, the CONSULATE does an investigation of each case. The interviwer does not, they interview. There will be some investigation done before your interview and possibly some after (this is called AP or AR) The consulate will use whatever and whomever they deem necessary to check your case.

they will ask govt agencies.. name check everypersons who are concerns on specific documents they asked. they will verify if its a fraud or not
