confused on MRV???

Okay so I am confused as if we need to pay before the intreview or at the intreview?? I see that there is MRV fees to be paid ....but is that only for fiancee visa??? I am I-130 what do I pay or when!!! Also I did not go thru NVC .....DFC!! Does anyone know?? If I do need to pay b4 ....how?
