Are we to send in payments of the tickets with the application?

Just copies, keep the original for your interview, after that, and with the certificate in your hands, can forget about it. That over 500 buck fine reporting on the USCIS is not keeping up with inflation.

It is only speeding , paid 4 years ago, no dui or drug

rest of record is clear

4 years ago is long time and I dont know if it has any weight. After 5 years it becomes less important. I would say relax and apply and make sure you have the paid receipt for the fine. You'll be ok.
