Yes, it's true and it work. I've met two people from different countries who have won it. Website from the Department of State:http://travel.state.gov/visa/immigrants/types/types_1322.html

How long it take?to get it?I don't need it ,But my friend like to apply it.

a couple of years, several years or never. It's a "lottery" meaning you might win, or you might not.
