They're not obligatory but USCIS kind of expects to see them because most people send photos (10-20 pictures usually). I've heard of people successfully going through the process without sending a single photo, so it all depends on how strong your evidence is as a whole - if you have a lot of other good documentation that you are sending (meaning lots of financial stuff showing co-mingling), you might be just fine not sending pics.

On my AOS interview a couple of years ago, the USCIS officer asked to see some pictures, particularly such that show us with hubby's family, and actually made copies of a few of them to save in our file, which says to me that some of the officers like to see that as part of your application.

Photos are not necessary. I did not send any photos for my ROC and got approved.
