Paid AOS fee 02/24/2012, still no I-864 Package

I paid the AOS fee online, it has been debited from my account (in February), and I have been waiting for the I-864 packet since then. Today I called the NVC to inquire on our status, and they told me they are still waiting for the I-864 itself. Now, I have the forms filled out and the documentation required (according to the NVC website) can I just send that in even though I never got this packet or the request for these? Also, the website instructions state to include the page with a barcode. The only barcoded documents they sent me were the DS-3032 and the AOS fee invoice.

In addition to this, my husband completed the DS-3032 in November of last year, but has yet to recieve the IV Bill. Does this hinge on my sending the AOS packet? According to the flowchart, these are on separate tracks...

I'm just a little lost and frustrated and could use some advice as to my next steps.

Update:

I called the NVC again. This guy was much more helpful this time and much less combative than the guy I first spoke to earlier today. He advised me that I can definitely send in the AOS paperwork and directed me where to download my cover sheet (with barcode) from their website.

He also advised me to have my husband re-send the DS-3032 that he'd sent last year because he was showing that it hadn't been received yet. I wish I hadn't waited so long for them to send us the packets for the next step. If there's one thing I've learned form this is that we need to be more proactive in getting the documents to them and anticipating each next step.
