the owner is ultimately responsible. if the dog is not controllable, then the owner is responsible for retraining, restraints, or get rid of the animal.

when the dog leaves it's territory (yard) and goes into the public arena ... it is a public nuance.

of course if there are leash laws for the community ... and the dog is outside unrestrained and gets aggressive ....

you could always line-up the owner and the dog ... and take care of both with one shot

This is an Ag county, and we have strict leash laws. Dogs seen molesting livestock can be shot, and the owner is responsible for any losses the dog caused. Signs everywhere. It's great when Sally Neighbor sues Joe Farmer for shooting her dog who looked so cute chasing sheep, and the Judge grants the counter-suit for upsetting the herd.

that is what my husband said too but I didn't like it.. he also also likes tripa and Cabeza so I should have taken that into consideration when he said he liked goat ..lol

Aren't there more effective ways to get rid of a wandering animal, like a dish filled with anti-freeze? That is, if one considers it a line of defense against aggressive animals.
