That is normal when they suspect something is strange about the relationship and need to check on the details.

They do the same thing in Vietnam. The consulate is trying to find out if you're hiding something about your marriage. For example, if your neighbors knew nothing about your marriage or your spouse then the consulate could presume your marriage was a sham, and deny the visa. On the other hand, if they're happy with the answers they got from your neighbors then it will help your case.

They are doing a field investigation. They want to make sure you neighbors know about your marriage. If the people in your area know about your marriage, then this looks good for your case as it shows that this is most likely a valid marriage. If you did not tell anyone outside your family about your marriage, I would start worrying now...

When I submitted my documents, we had affidavits from all my husband's family members and several of his neighbors stating that they knew about our marriage. It seems like this was very helpful because my husband is one of the fortunate few males from Pakistan not to get AP. The only thing we had a problem with was some documents they wanted that I did not have, but after I submitted more information, my husband was granted the visa only 2 weeks after we sent that.

Good luck!
