My brother is a US citizen and has filled the I-130 petition for me in July 10 which was approved on September 10 by the USCIS. Just tell me around in which year my case get current. Processing times tell me that they are processing the Feb 2010 cases. Is that shows that I'll get the chance in 4-5 months? Kindly guide me properly because I don't find the visa bulletin understandable for me.

Processing times relate to when they get around to the paperwork, not when a visa is available. Visas are currently available for U.S. citizen siblings who filed in 2000. It could be around 11 years for a visa to become available for you, although that can go faster or quicker depending on how many people in line ahead of you get visas.

If they do not do away with F4 as part of CIR.

Someone in another posting said they JUST filed a I-130 in the F4 category and were asking when a visa was going to become available. They were looking at the processing times (saying USCIS had processed I-130s from 2011) and not the visa bulletin. Actually made me feel sorry for the poster.
