Someone mentions in another topic they they experienced slow communication on chat services. I also experience these slow video and keyboard responces when I am chatting with my fiance.

I don't have the problem with anyone else. I have experienced it both here in the USA and in China.

Are we being monitored? Anybody else have this happening?

No. You are likely experience normal "weakest link" data degradation. At worst, you are experiencing the same "monitoring" as EVERYONE in China gets as a participant in the "Great Firewall". They could care less about you or your petition individually. If "they" WERE monitoring you, you would already know why you were a likely target.
