Generally, for visitor visas, the visitor must be able to demonstrate to the satisfaction of the Consulate Officer that they have compelling reasons, or ties that would show that they will return home to their country after visiting. Are you the USC? You're allowed to visit each other. However, It's in the hands of the CBP officer to determine if he/she will let you into the country which is why your question doesn't only have a yes/no answer.

Foreign fiance(e) visiting the US with a pending immigrant petition might not be the best wilcard to flash since - if asked - you'll have to demonstrate why you're returning to home country. It may work in your favor to, showing ties to home country and doing immigration stuff the legal way.

I am only saying this because it would be a huge loophole if all you had to do to get into the US was show a pending petition filed on your behalf and they'd believe you had no intent on immigrating. Best ties are ties to home country, not just doing things the legal way.

Have some Aussies comment on your topic, I'm sure it helps to get it from that perspective too with someone having gone through it from Aus with a pending petition. I visited in the beginning and had no problems whatsoever.

My fiance has visited several times through the process. He's been grilled about "are you sure you're not going there to get married?" but has always been let in. On the other hand he's also from Canada so crossings tend to be easier and there's no visitor visa required in the first place. I've not had any problems visiting him in Canada either.
