Doesn't need to be notarized. Have them write it and have it translated. They usually put some fancy stamps on translated documents saying it is a true and accurate translation.

Great ideas, thank you... was not thinking to have translated because they say not required for Russian. I will have her take for translation... she is now looking for place to translate the birth cirtificate... (for USA purposes)... so i will have her ask about notary possibility at this place as well.

Just an FYI the embassy says

"All documents in languages other than English must be translated. Translations do not need to be notarized unless the original language is not Russian."

Remember that translators in RUB will NOT notarize a document like a birth certificate unless it is apostilled.

Alla does translations. Notary is usually not required for anything here in the US. There are notaries in Ukraine just like here, banks are a good place to check, accountants offices, attorneys offices, etc. Some currency exchanges have them also. I used to use a notary at a small acounting office in Odessa that was near my apartment.

He is using the Kiev consulate. They do not require translations for anything in Ukrainian or Russian.

This is true. Ukrainian law. Apostilles are not needed here.
