A bit more information is needed to assist you. Where is St Clair located? Also have you considered a self help program such as a language software like Rosetta Stone? It can be a good starting point.

St. Clair, which state? Most community colleges offer English as a Second Language (ESL) courses, so you should start there. Check the pinned thread at the top on state-level services. I included colleges and universities in the list I compiled, so you'll just need to scroll down to the state you're in and start there. Good luck!
