New I-130 application to replace pending F4 I-485 for parents?

Hi everyone. I'm curious if it may be beneficial to submit a new I-130 application on behalf of my parents. They had their F4 interview last year (sponsored by my dad's USC sister since 2001) and I'm not 100% sure if a decision was ever made; the priority dates retrogressed about two years the same month of their interview. At the current rate, their priority date should come up again in about 5-6 months, but this of course is not guaranteed.

If my I-130 petition for them got approved, would they also need to send in a new I-485? Or could this possibly speed things up for them by lifting the visa number availability restriction? It's probably wishful thinking, right? :-/

My grandfather is not doing his best health-wise in Poland and my parents are anxious to visit.

N-400 Timeline

[000] 01/05/2012 - N-400 Mailed to Phoenix Lockbox

[004] 01/09/2012 - Priority Date

[005] 01/10/2012 - Notice Date

[007] 01/12/2012 - Check cashed

[007] 01/12/2012 - Received electronic notification from USCIS

[012] 01/17/2012 - Received NOA in the mail

[054] 02/18/2012 - Received 'yellow' interview letter

[060] 03/05/2012 - Received text message; in line for interview scheduling

[062] 03/07/2012 - Received text message; interview scheduled

[064] 03/09/2012 - Notice date on interview letter

[067] 03/12/2012 - Interview letter arrives in mail

[103] 04/17/2012 - Interview; Approved!

hi,

it's a separate and new petition, and one for each parent and they'd each have to pay the $1000 fine again to be covered under the 245i law. that means they would have to pay thousands of dollars again. these are independent petitions from the F4 they don't speed anything because the siblings petition depends on the priority date being available.

Yeah, that's what I figured. I'm not sure it's financially feasible to pursue this route, although I would hate to see their wait get delayed any more. I imagine that there are a lot of applicants who are in their position as they were in a rush to meet the April 30th filing deadline to be covered under 245i.
