You are right! They should also take Breathalyzers before collecting their checks! You can re-use breathalysers and it disqualifies idiots.

I once had a job interview that required both! I asked how many people fail the Breathalyzer and he laughed and said more than you could guess.

It doesn't save money. Here in FL, only 2% of the folks test positive. So, the state is on the hook for the cost of the drug test of the 98% that are clean and saves benefits only for the 2% that are not. You see, if your assumption that 30% of welfare recipients are junkies was right, then yes, this would be a money saver. But your assumption is demonstrably false by large margins - at least here in FL.

Idea: First test is mandatory, the rest are random. That might save money. Harsh penalties for those caught offending... they need to pay for two tests (failed and their re-test when they try again), and cannot re-apply for 3 months.
