Clarifying the Lockbox location for K-1s?

There have been a number of topics started in the K-1 forum lately asking where to send the I-129F petition or some variation of that question, e.g. is the Texas Service Center the same as the Dallas Lockbox?, etc.

Is there a way to make it clearer (clear as mud as my English teacher used to say) in the K-1 guide that a) you really, really need to send it to the Dallas lockbox, b) yes, that address in the I-129F instructions is the one you should use and c) Did we mention it needs to go to the Dallas lockbox first?

On the K-1 flowchart, step #2 mentions:

U.S. Petitioner sends compiled I-129F package to the USCIS Dallas Lockbox which will forward the package for processing.

Perhaps adding that to the K-1 guide will make it clearer?

If there is a discrepancy between what you read here, (as is often the case) and what you read in the instructions from the USCIS website, go by what you see on the USCIS website.

That isn't the issue. It's more of people not reading, so it was more of wondering if there's an easier/clearer way to state where to mail the petition short of flashing lights around what's already available.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Agreed with you LeftCoastlady. And I would add some short explanations about how TSC is different than the Dallas lockbox, how the petition will then be forwarded to either CSC or VSC, and to advise to create a timeline to have an estimation interval of when to expect NOA2.

There would still be people not reading all that, but oh well, it will reduce a little recurrent questions. :)

- Apr 13th, 2012 - Visa received - Aug 24th, 2012 - Green Card received

ROC Timeline

- May 19th, 2014 - Mailed ROC package to CSC

- Aug 8th, 2014 - Green Card received

N-400 Timeline

- Dec 29th, 2021 - Filed online. Got notice that biometrics will be reused.

In the K-1 Guide it currently says,

Mail the I-129F Package to the USCIS

You should mail the completed form(s) to the USCIS Dallas Lockbox. Mail the package with return receipt requested / delivery confirmation. Send via USPS.

I'd like to update the guide as needed. Is there another area this is missing or should I expand on what we have currently.

Mailing Your I-129F Package to the USCIS

You should mail the completed form(s) along with the petition fee to the USCIS Dallas Lockbox with delivery confirmation. Whether you are sending your package via USPS or via FedEx, UPS or Express Mail, follow the I-129F instructions on where to mail your petition package.

The Dallas Lockbox will process your check/money order for the petition fee and will then forward your petition package to the appropriate Service Center. Do not send your petition directly to a Service Center.

Please note: The Dallas Lockbox is not the same as the Texas Service Center. The Dallas Lockbox address is the only place to mail your I-129F petition package. To do otherwise will delay your petition and it may even be returned to you for not following the instructions.

The Lockbox Centers actually do more than that. They check the filing for completeness, and if accepted, scan the contents of your filing, creating an electronic copy, before forwarding the actual filing. They do not adjudicate the case, that is done by the USCIS Service Centers or Local Offices.

That would be good to include in a different place for a more detailed explanation of what is done at the lockbox, e.g. adding that information to the FAQ. However, for the sense of getting people to mail their petition to the correct location, I wanted to keep it as short as possible rather than have it so wordy that one's eyes would glaze over. :thumbs:
