Hi Everybody, i have a quick question, i want to file for citizenship 90 days before the green card Bday. my question is: Is the 90 days included in the process? or my case will be sitting on the desk till the 90 days run before they process it? Thank you.

If you're eligible to file when they receive it then they'll start processing it when they get it. If you're not eligible yet they'll reject it and return it to you.

You can submit the N-400 90 days before your 3 year (for spouses of USCs)/5year Green Card anniversary, and they will start processing it, but you won't be able to be sworn in until the anniversary has run.

He's not asking if he's eligible to file, since he already knows that he's eligible 90 days before the relevant GC anniversary. He's asking if USCIS will hang onto the petition during that 90 days or will start processing it.
