Are they your joint sponsors? One is filling out an I-864 and the others an I-864A to combine them all together because they all live together? All of it depends on how many are in the total household count. $31,298 covers a household size of up to 4 : http://www.uscis.gov/files/form/i-864p.pdf

I don't think any qualify. I beleive there has to be a Primary Co-Sponsor who Alone exceeds the Poverty Guildlines. In other words having 3 Co-Sponsors is not going to work at all. I believe a Single Co-Sponsor. Not Multiples.

Someone Correct me if I'm wrong.

The OP is the primary sponsor and will fill out their own I-864. They can have a joint sponsor who fills out their own I-864. The husband can fill out an I-864A to combine his income with the joint sponsor's(mother), and if the sister lives with them, can also fill out an I-864A to add her income into the mix. If the household size is just the mother, husband and sister, then that is 3, plus the intending immigrant makes 4.

It is possible to combine the income assuming all the family members live together in one household (even if they are not dependents). You'll need I-864A forms signed by each person and also have to include proof of relationship (for example, you and your sister's birth certificates).

If you are planning to have all three of them sign 1-864A's and use their income on your I-864, then your household size will be 5, including the intending immigrant (you + 2 parents + sister + immigrant).

As long as you are over the minimum you should be okay. Does anyone know if any special rules apply to unemployment benefits?

Edit: Jay-Kay's idea is better, then you only have a household of 4.

This is true too. If they are doing it that way, or the OP is their dependent, then it is a household of 5.

If it's over the poverty guidelines + 25% as shown as I-864P, it's fine. It is correct that a sponsor is allowed to combine the income of relatives that reside with the sponsor, which you plan to do with your mom, dad and sister. I assume that you also live with them. If that's true, I wonder whether the sponsor also has to list you as a member of the household. This could be the only hitch. Maybe someone who has listed only certain relatives but not others who live with them could weigh in?

That will work if you are not listed as a dependent on mom, dad or sister's taxes.

You believe incorrectly. An actual household with multiple incomes can qualify. That's what the I-864a is for. However, I doubt this household WILL actually qualify, since the head of household is NOT the petitioner and Mom is on unemployment.

To the OP... You must realize the Consular officer is making a judgment call as to whether it is likely the intending immigrant will become a public charge. With that in mind, how does this picture look to you? More than a third of the "household's" income is from a temporary unemployment benefit that itself is so low as to indicate the "income" the person had prior to becoming unemployed was quite low to begin with.

Are their any other people (children of any in the household) under 21 in the family, no matter where they live? If so, they are counted in the household size too.

Further, Consular officers consider the totality of circumstances when making this decision.

thank you all for the help!

after reading this and thinking about it. it does seem kinda iffy because of the

unemployment.

so my sisters boyfriend said he would help me out.

in 2011 he earned about 50,000

in 2010 he earned about 43,000

and 2009 he earned about 53,000

and he files single on his taxes so its just him and with the intending immigrant it would be a total of 2.

this would work right? i understand that we could use a friend as a joint sponsor

A joint sponsor can be any USC or LPR residing in the US. I will assume his current income is just as much as his last 3 years. Yes, you can use him instead, and would probably be best to do so.
