My Fiance has gotten his VISA approved so now I am getting ready for his arrival and adjustment. We'll be in California. He does not have a license from his home country. To apply for his California license he needs to have a social security number. When will he be issued one? At the airport when he arrives? or not till we get married and apply for permanent residence (wedding is 2 months later, then i expect it will take 3 months after that to get a green card) ?

If we have to wait for the wedding or to apply for permanent residence to get a social security number that is way to long for him to not have a license. Is it possible to go to the social security number and ask for a temporary one?

He won't automatically receive a Social Security number. He'll have to submit the application. Here's the SS# guide: http://www.visajourney.com/content/ssn

Expect more of 4-5 month wait for a green card.

If he wants a license he will need an EAD in California to get one. EAD takes about 2-3 months to get.

Airports have nothing to do with SSN at all what so ever. He has to go apply for one at the SS office.

You can apply for SSN 2 weeks upon his arrival.

I have applied my drivers license without needing EAD.You need to have a valid ID. I represented my SSN + passport. Well, I guess it depends on what state are you in. Goodluck!
