Can I claim as Permanent Resident even I didn't yet receive Green Card?

You normally receive a letter officially notifying you of your approval, and giving you an approval date, a week or so before you get the actual card. I would say that you can only legitimately claim to be a PR if you have received this letter, and thus have official evidence of the status you are claiming. If you don't have a letter or card in your hand, you don't know that you are approved and therefore should not be claiming that you are. Claiming to have a status when you haven't been told officially that you have it and can't prove it if pressed - I can't see where that would ever be a good idea.

Yes, the I-551 stamp in your passport is precisely legally equivalent to a Green Card in every way, including showing employment authorization and reentering the country. It documents and proves you are a PR, every bit as much and in precisely the same way as a Green Card does.
