The visa bulletin is related to when your petitioner first sent in papers and got NOA 1 (receipt notice their documents were received). So it should be only a few more months for you.

not always, the nvc can request the paperwork up to 2 years before. and sometimes it happens that the priority date is current, but then the bulletin retrogresses and until the priority date is current again, even if your case is complete, you have to wait until the priority date returns.

Aleful is absolutely correct, when she mentioned that your PD on prior Visa Bulletin was current, thus you receiving notice for processing on your F2b petition, but because of retrogression, your PD are temporarily halted until its CURRENT again on the Visa Bulletin. Confusing huh? To clarify it more clearly, let me give you some Visa Bulletin Dates.

It started on the Visa Bulletin June of 2010 which were processing F2b category of Nov 2002 at that time, then on July 2010 suddenly it jump to May 2003, then on Aug 2010 it was processing Jan 2004. Now, from Sept 2010 to Dec 2010, the VB moved a year ahead and were processing Jan up to July 2005 PD, which so happens covers your priority date. Unfortunately, from Jan 2011 to March 2012 it dramatically went backwards (retrogression) to those with the F2b category PD of 2003 on the Visa Bulletin. Currently, this April 2012 it only jump ahead a couple of months on the Visa Bulletin. If everything goes smoothly with no retrogression on the PD on all immigrant based petition, then as Penguin have mentioned, you only have to wait several months until you are given an interview at the US consular office.
