California Community Colleges Chancellor Jack Scott Returns to Pasadena City College for “State of Community Colleges” Address, Tackles Impact of Budget

PASADENA, Calif. – California Community Colleges Chancellor Jack Scott, in a major address delivered today at a college he once led as president, said the state must come to terms with its disinvestment in higher education and acknowledge the human and economic tolls of shutting hundreds of thousands of students out of college.

Scott, speaking to a campus-wide audience at Pasadena City College, said the latest blow dealt to higher education will mean that another 16,000 community college students will not be able to transfer to California State University in the spring of 2013. He noted that years of budget cuts to community colleges have left masses of high school graduates unable to enroll in the two-year system.

"Last month, we had the February surprise -- a $149 million mid-year cut we didn't expect, leading to even more course reductions and layoffs in our system. Now, we have the March surprise -- a cruel reality that California State University can afford to take only a handful of our transfer students next spring," Scott said in prepared remarks. "Please, no more surprises. As a state we have to own up to the fact that we are imperiling our economic competitiveness and setting a path to a bleak future for our state and our communities."

The CSU enrollment cuts announced this week, Scott noted, will impact students already in the community college system as well as new students trying to get in. Many of those who are eligible for transfer in the spring are likely to remain at community colleges, further crowding out recent high school graduates and the unemployed who are turning to the two-year system for job training skills.

Chancellor Scott said he understood the position that California State University Chancellor Charles B. Reed is in.

"Chancellor Reed has been put in a tough spot and has to do what he thinks is fiscally prudent to prepare his colleges for the worst if Gov. Brown's tax initiative does not pass in November," Scott said. "We have been working hard together to improve transfer for our students and to make the process more efficient so we can serve greater numbers of students with the resources we have. But there is only so much either of us can do if our systems are not funded to hire the faculty and staff to keep our classrooms open."

For spring 2013, CSU will consider only community college students who have earned the new SB 1440 Associate Degree for Transfer. Those students will be offered admission to eight state campuses (Channel Islands, Chico, East Bay, Fullerton, Los Angeles, San Francisco, San Bernardino and Sonoma). All but three of the state’s 112 community colleges have approved Associate Degree for Transfer programs in at least two majors and 10 colleges have them in five or more majors.

In the 2011-12 budget, the California Community Colleges was cut $400 million, and in December mid-year “trigger” cuts resulted in an additional $102 million reduction because state revenues fell short of projections. Then, in February 2012, the two-year system took an additional $149 million unexpected cut. Since 2008-09, the college system has seen its funding slashed by $809 million, which translates into a 12 percent reduction.

State budget cuts have forced community college campuses to reduce course offerings by as much as 20 percent at a time when more students than ever are seeking admission. The cuts have resulted in a greater number of students squeezing into fewer classes and waitlisted seats soaring in to the tens of thousands. Since the 2009-10 academic year, the California Community Colleges enrollment has decreased by nearly 300,000 students. The decline is directly attributed to the state’s funding reductions because students simply cannot get into the classes they need to achieve their educational goals.

Scott made his comments at a "State of Community Colleges" address at the Pasadena campus. The system leader served as president of the college from 1987 to 1995 before being elected to the state Legislature and later becoming chancellor of the largest system of higher education in the nation.

“We should be working together to rebuild California and making it a better place for our children,” Scott said. “Dreams are necessary to live. If we keep dashing college dreams and denying opportunities for Californians, we’re going to lose our best and brightest to other states which will only further exacerbate our state’s economic situation.”

The California Community Colleges is the largest system of higher education in the nation composed of 72 districts and 112 colleges serving 2.6 million students per year. Community colleges supply workforce training, basic skills education and prepare students for transfer to four-year institutions. The Chancellor’s Office provides leadership, advocacy and support under the direction of the Board of Governors of the California Community Colleges.

California 'Dream Act' Will Help Cover College Costs for Illegal Immigrants

Illegal immigrants will be able to apply for financial aid and merit-based scholarships to help pay their way through California's public colleges and universities, now that Gov. Jerry Brown this weekend signed the state's groundbreaking and controversial Dream Act, which ramps up existing allowances for the students in question.

Since 2001, California law has extended in-state tuition rates to illegal immigrants as long as they have attended a California high school for at least three years, earned a high school diploma or GED and have proof that they are working to obtain citizenship. Under rules newly signed by Brown, beginning Jan. 1, 2012, illegal immigrants can apply for and receive scholarships derived from non-state funds and, beginning Jan. 1, 2013, for financial aid partially comprised of state funds.

"The future of California's economy depends on the ability of these students to graduate, to perform well and to contribute. This creates an opportunity," Assemblyman Gil Cedillo, a Democrat from Los Angeles who sponsored the 2012 measure, told ABC News affiliate KABC-TV.

Dream Act supporters have said they also will push for illegal immigrants to become eligible for driver licenses, a next move in a bid for full U.S. citizenship for illegal immigrants.

Therein lies the problem, said Mark Krikorian, executive director of the Center for Immigrant Studies, a non-partisan Washington, D.C., research organization whose tagline is "Low-immigration, Pro-immigrant."

"The reason [the Dream Act] matters," Krikorian said, "is that it's an attempt to legitimize the presence of illegal immigrants. … People say, 'How can you object to letting the young people who are living here get tuition?'

"That's a different debate than the one over whether or not to legalize immigration. … The point of [the Dream Act] is not to give financial aid to a few students but to create political momentum in Washington for amnesty for all illegal immigrants."

Welfare benefits for the children of illegal immigrants cost America's largest county more than $600 million last year, according to a local official keeping tabs on the cost.

Los Angeles County Supervisor Michael Antonovich released new statistics this week showing social spending for those families in his county rose to $53 million in November, putting the county government on track to spend more than $600 million on related costs for the year -- up from $570 million in 2009.

Antonovich arrived at the estimate by factoring in the cost of food stamps and welfare-style benefits through a state program known as CalWORKS. Combined with public safety costs and health care costs, the official claimed the "total cost for illegal immigrants to county taxpayers" was more than $1.6 billion in 2010.

"Not including the hundreds of millions of dollars for education," he said in a statement.

Antonovich's figures, though, center on costs generated by American-born children of illegal immigrants. Isabel Alegria, communications director at the California Immigrant Policy Center, said it's "unfair" to roll together costs associated with both illegal immigrants and U.S.-born citizens.

"Those children are U.S. citizens, children eligible for those programs," Alegria said.

She also questioned the authenticity of Antonovich's numbers regarding health care and public safety -- though for the welfare program statistics, Antonovich cited numbers from the county's Department of Public Social Services.

Antonovich acknowledges that the children whose benefits he's focusing on are U.S.-born. But he argues that the money is collected by the illegal immigrant parents, putting a painful burden on taxpayers, including those who are legal immigrants.

"The problem is illegal immigration. ... Their parents evidently immigrated here in order to get on social services," Antonovich spokesman Tony Bell said. "We can no longer afford to be HMO to the world."

He said the state should cut back on these social benefits. According to the November statistics, that cost accounted for 22 percent of all food stamp and CalWORKS spending in the county.

Over the summer, the Federation for American Immigration Reform also looked at these kinds of costs nationwide to get an idea of the burden to local governments at a time when many are grappling with budget deficits.

The organization reported that the cost of illegal immigration stands at about $113 billion a year. Nearly half of that amount went toward education costs, according to the study. Costs were naturally higher in states with large illegal immigrant populations -- in California, the total annual cost was pegged at $21.8 billion.

Hey Kip - libs just don't understand econ 101. They think you can spend and raise taxes to with zero consequences, and when the state needs more money - go after the wealthy and stick it to them, even more.

California’s volatile budget depends on the performance of California’s wealthiest taxpayers. Tied to income levies that fluctuate with economic conditions, the state budget drifts with the ebb and flow of income tax revenue. Yet the liberals just don't get it.

Moonbeam Brown is already making a bigger play for heavy taxing on people making over $100,000 a year along with raising taxes on businesses. It's going to be a mass exodus of those people and businesses and nobody will be left to pay taxes.

Kissing illegal ####### doesn't come cheap these days.
