Police: Accused Oakland gunman targeted administrator, classmates

OAKLAND, California (Reuters) - A former student accused of killing seven people and wounding three others in a shooting rampage at a small Christian college in Oakland was gunning for a school administrator and classmates who he felt had treated him unfairly, police said on Tuesday.

Oakland Police Chief Howard Jordan said that 43-year-old One Goh, expelled from Oikos University for "anger management" issues, has been cooperative since being taken into custody after Monday's shootings but "not particularly remorseful."

"We know that he came here with the intent of locating an administrator and she was not here," Jordan said at a news conference. "He then went through the entire building systematically and randomly shooting victims."

Oikos serves about 100 students in a single building and has links to the Korean-American Christian community. Goh is Korean-American. Prosecutors were expected to file charges against him on Wednesday.

The attack at Oikos was the deadliest shooting rampage at a U.S. college since a student at Virginia Tech University gunned down 32 people in April 2007.

Jordan said the dead in Oakland included six women and a man, ranging in age from 21 to 40, who came from Korea, Nigeria, Nepal and the Philippines. Six were students and one was a secretary.

Police searched on Tuesday for the gun in the shootings, using boats and a robot to plumb an estuary leading into nearby San Leandro Bay. Jordan said ballistics evidence showed the weapon was a semi-automatic pistol.

The three wounded victims were released from an Oakland hospital by mid-morning on Tuesday.

Jordan said Goh had been expelled from the school two months ago for "behavioral problems and anger management" issues, but he was not aware of any particular incident that led to his removal.

"We've learned that the suspect was upset with the administration at the school," Jordan told ABC's "Good Morning America" in an interview.

"He was also upset that students ... in the past when he attended the school, mistreated him, disrespected him and things of that nature," he told the program. "We've learned this was a very chaotic, calculated and determined gentleman that came there with specific intent to kill people."

Witnesses said Goh returned to the college on Monday morning, entered a reception area and opened fire. He then walked into one of two classes in session, telling former classmates to line up and that he was going to kill them.

Goh surrendered at a Safeway grocery store several miles away.

The rampage appeared to follow a period of tumult for Goh.

A U.S. Army spokesman said that Goh's brother, Staff Sergeant Su Wan Ko, was killed in a car crash in Virginia in March 2011. Local news accounts at the time said he died after smashing into a boulder that had fallen onto the highway.

The San Francisco Chronicle reported that Goh's mother died about a year ago. Adding to his troubles, Goh had been involved in a dispute with the owners of an apartment in Virginia who had evicted him and claimed he owed back rent, court records showed.

Oikos, which offers programs in theology, nursing, music and Asian medicine, describes itself on its website as having been started to provide the "highest standard education with Christian value and inspiration."

Oakland shooting: Oikos gunman lined up victims and ‘started shooting,’ police say

Monday's shooting at California's Oikos University left at least seven people dead, and more details are emerging as to the suspect's motive. One Goh, the 43-year-old suspected male shooter and former nursing student at the school, was upset with a female administrator for dismissing him, which led to the shooting spree, Oakland Police Chief Howard Jordan said.

"He just felt a certain urge to inflict pain on them," Jordan said on CNN. "He gave us no exact reason why he did that. He just wanted to get back at the administration for dismissing him earlier in the year."

Goh "entered the building, and he took one of the receptionists, entered the room, was looking for one person in particular and I can't reveal that person's name because that person, we don't want to jeopardize their safety," Jordan continued. "He lined up all the victims and began shooting at them and left for a short period of time, came back, went through other parts of the school just shooting, what we call a shooting rampage throughout the school."

"He lined them up just like I said and started shooting them one by one," Jordan said.

Goh then "casually walked out" and left in one of the victim's vehicles, Jordan told the network. "He came back into the classroom after he left, went to another location, and began shooting again because he realized that there were other students hiding in the adjacent classroom. He began shooting into that classroom again. Then left out the back, not through the same entrance that he came in."

Goh was arrested at a nearby Safeway, police said.

The suspect was not enrolled at the religious university at the time of the shooting, Oikos founder, Pastor Jong Kim, told the Oakland Tribune.

On "Good Morning America," Jordan said Goh had been "mistreated" by other students. According to the Associated Press, Jordan said the suspect was teased by other students over his English skills.

If only one of those students were allowed a concealed weapon this might have all been averted. Too bad California's gun laws are Draconian.

It was a private school and like all private institutions, they can forbid weapons on campus just as most places do, even in states that allow concealed weapons. Better to be thinking of how to prevent future tragedies like this around the country rather than trying to make this out as an example of what happens when no one carries a gun except the shooter.

Might an exposed sidearm have been a better deterrent? I wonder if it could cause the shooter to reconsider.

The guy with the holster would have been target #1 if I was the shooter.

It was a private school and like all private institutions, they can forbid weapons on campus just as most places do, even in states that allow concealed weapons. Better to be thinking of how to prevent future tragedies like this around the country rather than trying to make this out as an example of what happens when no one carries a gun except the shooter.

Meanwhile back in the real world trying to get a CCW in California is like pulling teeth from a Great White shark. So ya, don't even think about the school being private...that one is off the table. It starts with California's gun laws and evolves from there.

So how do you prevent this from happening again? Best way would have been for at least one of those students to have a concealed handgun so they could have put a few bullets into the shooter, thus saving innocent lives. It's pretty much a no brainer.

So how do you prevent this from happening again? Best way would have been for at least one of those students to have a concealed handgun so they could have a few bullets into the shooter, thus saving innocent lives. It's pretty much a no brainer.

But you weren't the shooter and even if someone gets shot they can still return fire in many cases. The ability to make someone hesitate for just a second is all that is needed to make him or HER miss or reconsider. Concealed weapons help but they take time to draw.

Guns are all about deterrence, not necessarily firepower.

How many places of employment allow you to carry a weapon to work? How many times we've seen disgruntled employees go on a shooting spree? Arming everyone is not the solution and I'm a supporter of concealed weapons permits. I live in a state where you don't even need a permit and yet, most establishments have a 'no weapons allowed' sign. To allow weapons on the premise of most anywhere would be safety nightmare. Carrying a gun, or any lethal weapon on your person is not the most effective way to protect yourself and others in most situations. There are far more effective ways to prevent such tragedies from happening.
