So frustrated with this CENOMAR business

Still waiting for my wife's visa, and I'm frustrated to say the least with this process. I am absolutely crystal clear sure that the US Embassy web page listing document requirements for a CR-1/IR-1 contains wording that is very confusing and misleading for people already married, and my attorney agrees.

This CENOMAR vs. CENMAR vs. Adivsory of Marriage vs. {fill in the blank ludicrous acronym} is like a bad Monty Python skit and would be so funny if it weren't so sad in terms of the toll it takes in lost time and rescheduling/planning updates. My wife and I were married in the Philippines, we have a Marriage License. To get that license we had to get a CENOMAR and a massive number of other documents. I had to take an oath at the embassy and got a notarized proof of singleness. My wife did the same. To get our CENOMAR originally, we had to file it at the NSO - the very same place where we were told to GO BACK TO to get it, again. But wait, no...that's not really what they want, or so I read, what they really want is the Advisory of Marriage, which they will defacto get as a result of the CENOMAR being an illogical document for a married couple to request). This process is absurd, and makes other bureaucratic hurdles encountered so far look like a sunday walk in the park.

At the very least, they should update their web page to put clear wording there, because right now it says:

"12. CERTIFICATE OF NO MARRIAGE RECORD (CENOMAR). If you have never contracted marriage, a CENOMAR (Singleness) issued by the National Statistics Office (NSO) and printed on NSO security paper should be submitted. You may call the NSO Information Center at (632) 737-1111 to inquire on securing a CENOMAR or visit their website at http://www.census.gov.ph. "

"If you have never contracted marraige"...well, we did contract marriage, which is why we didn't bring the CENOMAR. I plan to lodge a formal complaint with the right parties at the DoS and also with my local state elected officials. I guess that might sound hokey or dramatic to some, but I know for a fact that my friend had our local congressman help him with a similar matter not that long ago. Maybe it's a waste of time but someone needs to take the human element seriously here.

can't locate where this thread was moved to so i'll answer here - we, like other married couples, were asked to return to the NSO to get a CENOMAR. Apparently, this doesn't make sense for married people, and the embassy knows that, and expects the NSO to turn around per our request and give us what the embassy actually needs, which is some kind of document indicating that we're married, I've heard it termed AOM (Advisory of Marriage), Certificate of Marriage and maybe one other thing. It's all very simple when you talk to someone who actually understands what is really going on but until you do, it's a real mess and very easily confusing.
