Can I pay MRV Fee (Montreal) before submitting Packet 3?

I've been reading so much info that I'm afraid I've confused myself :s

I've received a letter from the Consulate directing me to their website to register, and it appears I should pay the MRV fee now. Is that correct? I've completed the DS 160, but haven't sent in the other forms yet (will send via DHL in the next day or two)

Thanks in advance for any replies. I'm starting to lose it...ready for this to be over now!

Generally you pay the fee before you book the interview, which is not until you have already sent back P3 and had confirmation that you can book an interview.

Your I-129f was approved in 5 days from your NOA1 date.

Your interview took 67 days from your I-129F NOA1 date.

AOS was approved in 2 months and 8 days without interview.

ROC was approved in 3 months and 2 days without interview.

Instructions to schedule your appointment are in Packet 4. You cannot schedule your appointment before Packet 3 was logged and Packet 4 was sent to you. I would refrain from paying unless you were ready to schedule.

I was also confused about the "signing up for DHL" scenario. You can not schedule and you shouldn't pay before scheduling. What you need to do to send your forms is follow this link: https://usvisa-info.com/en-CA/selfservice/us_courier_information

Fill out the form ( http://csc.public.s3.amazonaws.com/us_content/Loomis_Submit_Documents_Form_en.pdf ) and bring it to your closest Loomis Express location along with all your documents. They will send your package for free.

Signing up online for the DHL comes afterwards and is only necessary to receive your visa back once it has been approved.

What I mean to say is that I almost came across that also while trying to sign up for DHL online. I know because I was able to book my interview today and it's the next step before picking a date.

You shouldn't be getting all the way to paying MRV if you read the instructions on the website.

Sign up for your DHL with the form, send the required documents and wait for packet 4.
