Estan pidiendo "certification of Non-existence of record from the civil authorities".

Vanessa

We hit a snag(REF) today with the paperwork for my stepchildren. Looks like they want a certification of Non-existence of record from the civil authorities. My wife is in the US and don't know how to get this. The birth fathers name appears on the bith cirts. but she was never married to him. Is there any kind of form we can get from Colombia? Or the consulate?
