please enlighten me about the long version of birth certificate, does it applies too for Philippine beneficiaries . . because the National Statistics office issue a uniform size of birth certificate . . thanks

It does not apply to Philippines. It is mainly a Canadian distinction. Any Birth Certificate you have should show your parent's names (the short form in Canada does not).
