Check out the forums on the Trip Advisor website. I bet there is a gold mind of references to where to go and where to avoid on there. (I research that site like crazy before each trip to South America and it has really helped each time. )

What do you consider a "reasonable price"? Most of the hotels in VN are much cheaper than comparable hotels in the US, but the one and two star joints are substantially lower grade than in the US. You can find hotels as cheap as $10 or $15 a night if you're willing to refer to a piece of foam covered with a sheet as a "mattress". I stayed in a supposed 3 star that saved money on mattress sets by using the box spring in one room and the mattress in another. Unfortunately, I got one of the box spring rooms.

My wife's cousin owns a small hotel in Tan Phu district, south of the airport. It's a 10 minute cab ride when it's not rush hour. I'd rate it a mid 2 star. No fancy amenities like a breakfast buffet, but it's only a few years old so it's reasonably clean and in reasonably good shape. No bugs or vermin last time I stayed there. I'm sure he'd give you a good price if my wife called and set it up. He'd even meet you at the airport with a cab.
