Sept. 2011 K1 Applicant, what do I do next?

I filed a K1 on Sept. 2011 (Sorry the title says 2012)and I got NOA2 on Feb. 16, 2012, then after i got a letter from NVC on March 8, 2012 stating that they forwarded the case to Ciudad Juarez Consulate.

Here are my questions and hopefully someone that has gone through the process can help me out.

The letter I got from NVC provides a link to the consulate in Ciudad Juarez, it gives general information about the petition. On the site the consulate provides an 800 number to call for the charge of 7.00 us dollars. When I call the number I get this recorded message "The toll free number you have dialed is not available from your calling area". And it specifically states that the number is for the U.S. Is anyone else having this problem? and I cant call the 900 number because its blocked from my phone.

Also, when i try to fill out DS-260 with my case number and ID number it says "The selected Case Number and Invoice Identification Number combination you entered does not match our records."

Is anyone having the same problems? I haven't received anything since March 8, 2012 and I am afraid that the packet may have gotten lost in the mail. How long does this leg of the process take?
