Police Certificate...??? Please help

My filipina wife worked in Yemen for more than 12 months. She is required to have police certificate from Yemen. But Yemen does not allow police certificates for foreigners currently outside of the country. What can my wife do to satisfy this requirement?

There are instructions listed here on VJ for obtaining Police Clearance from other countries. Some countries doesn't require you to have police clearance but some others do require you to have one like my fiance' she got her Taiwan Clearance in about 2 days. I don't know about Yemen. You may want to check if Yemen is listed on where Police Clearance is required.

But my wife is citizen of Philippines...she have her police clearance from philippines but the NVC require that she also get police clearance from Yemen....we don't know how to do that because she must apply in person.

I take it from your explanation that the beneficiary is neither a citizen of Yemen nor a foreign resident. So, you will not be able to obtain police clearance from there. If the NVC is asking for police clearance from Yemen you need to call them and tell them it is not possible since you are neither a citizen nor a foreign resident.

Disregard the above if you *are* a foreign resident of Yemen. In this case, you will require police clearance, and you have choice but to book a flight to Yemen, appear personally at the designated governmental agency and apply in person.

Police Records

Available to citizens and foreign residents of Yemen who are physically present in Yemen. Unavailable to all others. Individuals must apply in person and be fingerprinted at the Criminal Investigation Department in the capital of their governorate. Fee: 50 Yemeni rials for a police certificate issued on the following day. For expedited police certificates and foreigners, the fee may be considerably more.

Here's the Yemen Police Clearance instruction. Looks like she needs to apply in person and be fingerprinted.

Ask your Fiance' if she still has the point of contact of her employer from Yemen or her broker. They should be able to pull out her records and provide her any means of Police Clearance. If she stayed in Yemen for a year and work there. She should have at least went through some sort of Criminal Background Check..

This is the second time in the last month (that I have seen) that someone going through Manila has been asked for a police clearance that is considered unobtainable according to the DOS website. What is up? Is there a new IO on a powertrip?!

Out of curiosity, how long ago did she work in Yemen? Does she have an old clearance from her time there?

she worked in Yemen for 3 years....she just came back to philippines in May 2011. She tried to get a police clearance before she left, but the police station was bombed during that time...much unrest, so she had to leave without the police clearance.

I am glad that she was able to get out safely. (Having the police station bombed might actually work in your favor though)

I had assumed she was asked for the police cert at her interview but I just reread and it sounds like NVC is asking for the clearance. Can you clarify for me, has NVC specifically asked your fiancee for the Yemeni police clearance? Are they asking her to send it back to NVC or bring it to her interview?

NVC has not asked for the police clearance from Yemen, I just wanted to prepare in advance. My wife has her application for the police clearance and paid the fee but was unable to receive while she was there. I sent an email to the US embassy in Manila asking if we can get a wavier for this document.

This statement from the DOS website is what the embassies go by. It's good that you emailed the embassy for your own clarification but she will not be asked for a police clearance from Yemen.
