IS IT POSSIBLE TO GET A VISA TO VISIT THE US EVEN THOUG AN ON FILING?

Yes it is POSSIBLE to get a tourist visa to the US, but you must prove that you will return to your home country. The assumption is that you will use the tourist visa to immigrate to the US and you must overcome that assumption with strong ties to a country the US considers on par with it ecomonically and socially. Given your home country IMHO you have two strikes agaist you before you even begin. Just remember that the application fee is non-refundable so if you are denied you loose the fee which is some where around $140 (it is $140 for a tourist visa from Kazakhstan so we are going totry to bring the MIL over this summer).
