08/12/2015-ROC Approved. Got letter in the mail.

08/29/2015-received new card in the mail.

It would appear from your timeline the problem is not with USCIS. They are awaiting background checks from some other country (Sengal? Nigeria?) They will not approve the petition until they get what they need, something caused a need for a manual background check. I am gald they do them. Whenthis is the case, NO ONE will, or can, interfere. They are waiting for someone in a foreign country to get off THEIR @ss.

There seems to be some impression that USCIS "works for " congress. They don't. Congress people can do nothing unless USCIS is not following laws passed by congress. That is rarely the case. Almost never. You can call them all you want but they are not going to waive the requirement to complete a manual background check

Generally the country the beneficiary comes from has NO effect on the processing of a petition except when something like this arises.

And fortunately you do not deal with those cultures at any time. You are applying to the United States Citizenship and Immigration Service, the United States Department of State and the US consulate. Except for obtaining a police certificate you will have no dealings with any foreign government.

It is the responsbility of the US consulate to protect us, and you, from people that would take advantage of the very liberal policies we have regarding bringing fiancees and spouses here. Terrorists think nothing of planning an operation for many years, they would not be the least dismayed with waiting 6-9 months to get a visa and permanent residency in the US. People who want to come here for economic advantage will enter into marriages for 3 years become citizens, divorce and bring their foreign wife who has waited patiently while her husband had sex with another woman for four years! I cannot imagine it, but people do it all the time

In some cultures there is such a strong family tradition that if one family member comes to the USA there has to be a plan to bring them ALL to the US. Since a person can eventually bring their parents but not their siblings, it is not unusual for them to "introduce" their siblings to Americans for marriage, whether genuine or not is not the issue.

These "backward cultures" you refer to have one thing in common, consistent adherence to these archaic rules. It is incredibly unusual for a young Islamic man to marry outside their faith to an older woman, particularly when one cannot bear children. These are red flags not just waving, but beating them in the face. On the other hand, younger women marrying older men is very common in some cultures so it represents nothing unusual when the common practice is carried on in a foreign relationship.

Consular officers have to be sure the rules we make to allow Americans to marry who we want are not abused by others that just clog up the system and try to get into our country for reasons which are usually not good.

what it means for you is waiting in line a few months.
