If they don't like they have two options, either they can move on to the next topic or they can be an jack@$$ with their response. As far as your question goes, I would say that it really shouldn't matter even though I am not sure about that. I know it is hard for you at this moment because you are thinking about having to wait a while for your case to be processed. All I can say is hang in there and EVERYTHING will be okay. I know EXACTLY how you feel and I had to get to the point where I just forgot about it before I drove myself insane (LOL).

You asked specifically about the processing time, and the answer is no. With the exception of responding to packet 3 from the consulate, everything else takes as long as it takes, and it's more or less the same for everyone going through the same USCIS service center at the same time, and going through the same US consulate at the same time. Up until the interview, nobody cares if you've got a bona fide relationship so they aren't going to care if you're the same ethnic group. As long as you're both ** sapiens of opposite gender then you'll get the same treatment as anyone else.

Now, things can change radically at the interview. It depends entirely on the consulate. If it's considered unusual in the beneficiary's home country for people to marry outside of their ethnic group then it can increase the odds of denial if the petitioner and beneficiary are not the same ethnicity. I've heard this issue has come up at the consulate in Lagos, Nigeria. Likewise, there are some countries where it's relatively common for two families to conspire to help each other out with immigration, and a petitioner and beneficiary of the same ethnic group might be a red flag that there's a hidden arrangement beneath the relationship. The suspicion of the latter might be raised substantially if a family member of the beneficiary's in the US has already submitted a family preference visa petition for the beneficiary, and the beneficiary still has a relatively long wait for their priority date to become current.

The process will be faster of you followed the directions carefully on filing the form(s) correctly, signing & dating nessary fields, having all the required material like proof of citizenship, evidence of meet within last two years, proof of on going relaionship, other documents like certified police record court dockets if it applies, payment in check or money order, all organized and neatly organized for easy access.

What might help the process a Lil faster is if you can do the Hokie Pokie and shake it all about.... Both you and fiance(e). Jk

I don`t know the specifics of every consulate but i know in Romania different ethnicities is not a problem and that won`t be an issue at Bucharest Embassy. Good luck!
