USCIS or the embassy will not tell you anything because its not your information to access.

Ask the person if they had a petition filed for them before. If you are already having issues trusting the person why even bother continuing this path.

You can ask that person, but I am asking because I heard someone say that a lawyer found out about other petitions filed for their friend finance that the finance did not tell them about.

It was my friend that got the information from her lawyer about the past petitions filed on her fiance. I asked her how the lawyer found out and she said he didn't tell her. Her fiance told her the truth after she confronted him.

Is there anyway to find out from USCIS or the Jamaican Embassy if the person you submitted or about to submit a petition for has had other petitions submitted on his/her behalf? If so, how?

No there is no need for either post to provide the petitioner with information that SHOULD be listed on the application... after speaking with the applicant.
