My husband turns 29 this March 31st, so he put 29 on his DS-3032. When filling out the AOS and the DS-230 should we write 28 or 29 as the age?

Always use the correct current age at the time of signing the forms. Make them reconcile it with the date it was signed.

His age at the time he signs the form and send it in the mail is the age you should put.

He is not 29 there for he lied on the forms. His current age should be on the forms to avoid issues.

jebus, you don't have to be so rough, he didn't lie, it's 2012 so he is 29 in this year, just confirmed it with nvc :-) he'll put 28 though on his ds230

confirmed with nvc that it doesn't matter though, just for future reference, and then realized that he filled out his ds 230 that way, and hasn't sent it yet, so we're good either way. thanks!
