well, the other bit I mention to folk -

is

call in 5 times over 2 to 5 day period, ask the same question each time,

and then take the 51 percent tally answer.

If it's the same answer , it's time (IMO) to get the bigger boss there.. and try 'the pitch' again.

I concur, and GOOD luck. Perhaps one pertinent data point. If the Dept. of State was concerned about how dangerous a city visa applicants will travel too, might be, there would be someplace besides Juarez, for a Mexican to obtain a K or immigrant visa. As such, I wouldn't expect your argument to hold much water. You might try giving some other reason that applies to the features of the K3 visa itself, as applicable. For example, K3 is perfect for folks who couldn't otherwise come to the USA at all but are not yet ready to immigrate or maintain permanent resident status. It was not the primary intent of the visa, but it is/was a benefit of the visa. Of course, if the Dept. of State really cared about preserving those benefits they wouldn't be administratively closing the I-129F to begin with.

I think they are wrong-headed to do this but it's like when the boss is wrong but the boss is still the boss.

Facts are cheap...knowing how to use them is precious...

but I think the salient point is that the beneficiary is IN Mauritius AND that Maritius DOES process K-3 visas - I pray the OP can get that across to the right person, have the I-129F released into the queue for outbound casefile sending to Mauritius.

Lets see what happens, aye?
