ROC taking 9+ months & qualified for N400

Long story short, I filed my i751 ROC in June 2011, Bio, RFE, even a relocation noticed (to the local office in LA) received in October but ever since then nothing.

I called and put in a SR, all I got was a response from the LA office saying "wait 60 days and if nothing is heard, call again"

On my 2-year GC the date since I became a PR was June 12, now according to my calculation, as of today (3-14-12) I'm 90 days away from 6-12-12.

According to the guide line I can file N-400 3 months prior to the 3rd anniversary right? Even though my ROC is still being UNTOUCHED as we speak right now.

Oh yes my wife (USC) is FREAKING out about the unusual long ROC process.

I just need an answer, am I qualified for N400 or no.

90 days prior to 3 years you can apply, this would also kick your ROC process to force an approval.

Your window to file for citizenship opened today 03/14/2012. Start gathering your paperwork, fill out N-400, collect your money and mail it in about 2 weeks. Your N-400 application will force the I-751 to be adjudicated.

Also in the N-400, when they say how many times has me or my spouse has been married, including annulled marriages... this is our first marriage, none of us has been married before our current marriage. Should I put in 0 or 1?
